In your description, be mindful of exactly what you recognize as a hazard. There are many different definitions of a hazard. One thing that these definitions have in common is the principle that a hazard is a condition that can lead to damage, harm, or injury. Notice that I haven’t mentioned ANY RATE at which the damage, harm, or injury occurs nor have I mentioned the SEVERITY or CONSEQUENCES of the damage, harm, or injury. The reason is that a HAZARD is not described by the chance of occurrence or the consequences of occurrence.
